An upazila parishad is the local government body of the upazila. The upazila nirbahi officer runs its administration alongside the elected chairman and vice chairmen, and the upazila offices of agriculture, health, education, engineering, social services, fisheries and other departments work in coordination with it. Development projects, certificates and services, disaster management and allowance programmes are run from here.

Working in this sector

Government offices, directorates, local government bodies and state enterprises work under the government service rules. Pay follows the grades of the national pay scale, with house rent, medical and festival allowances and a pension or provident fund. Transfers every few years are normal.

Common jobs and hiring

Common jobs include first-class officers (BCS cadre or non-cadre), administrative officer, accountant, upper division and office assistant cum computer typist, sub-assistant engineer, field staff, driver and office support staff.

Many first and second class posts are filled through the Bangladesh Public Service Commission (PSC); for other posts the ministry or office advertises and runs written, practical and oral tests. Applications are usually online, through Teletalk.

Applying and preparing

This employer's vacancies are usually advertised on its own website and Facebook page, in national dailies and on job sites; government posts appear on the office's website and Teletalk's application pages. Before applying, check the qualifications, age limit and deadline, and put the experience and skills that match the post first in your CV. To prepare for an interview, learn what the organisation does and what it offers, and read the interview section of this page to see what earlier candidates were asked.

How pay is usually structured

Government pay sits on one of the twenty grades of the national pay scale, with a fixed annual increment. House rent, medical allowance, two festival allowances, a Bengali New Year allowance and a pension after retirement come with it. Project posts are paid as the project documents say.

What to ask before joining

Before joining, check whether the post is funded from the revenue budget or a project, whether it is permanent or temporary, the pay grade and the transfer rules. Anyone asking for money for a government job is a sign of fraud.

Checking a job offer

Before accepting an offer, read the appointment letter carefully: check that it states the job title, grade, total pay and how it splits into basic pay and allowances, the joining date, the probation period, the place of work and the notice period for resigning. A benefit promised only by word of mouth is hard to claim later. Look at the salaries pages to see what other employers pay for the same job, and if you can, talk to someone who works here. Be careful if you are asked for money or for original certificates to join.

Workers' rights

Government employees are covered by the Government Service Act 2018 and its rules, not the Labour Act. Pay, allowances, leave, promotion, transfers and discipline are set out in those rules. State enterprises and local government bodies have their own service regulations, and project posts follow the terms in the project documents.
